As part of the Superfund remedial process, both Superfund and Superfund Alternative sites are thoroughly investigated to determine the nature and extent of contamination. EPA then evaluates various alternatives (approaches) for addressing the contamination. EPA then issues a Proposed Plan that outlines the different alternatives, and EPA’s preferred alternative. The Proposed Plan (PDF) recommends a cleanup that includes:
- Continued operation and optimization of the existing groundwater extraction and treatment system (GETS)
- Contingent soil vapor investigation and mitigation to address vapor intrusion (VI) risk
- Monitored natural attenuation (MNA) downgradient of the GETS capture zone
- Evaluation and expansion of institutional controls (ICs) and engineering controls (ECs)
You’ll notice that many of the actions described in the Proposed Plan have already been completed. This Proposed Plan formally documents those actions and outlines a few additional ones.
We encourage the public to share feedback on the Proposed Plan during the comment period, which runs from June 16 – July 16, 2026. A factsheet (PDF) is available with detailed information about the plan and instructions on how to submit comments.

Once the comment period ends, EPA will thoughtfully review all input from the community. EPA will also consult with the Pennsylvania Department of Environmental Protection (PADEP) before selecting the final alternative, which will be officially documented in a Record of Decision (ROD). Public comments and EPA’s responses will be included in the ROD.
