Wright Township Board of Supervisors will receive Bids online for the Wright Township 2020 Liquid Fuels and General Funds Roadway Improvements Project

The Wright Township Board of Supervisors will receive Bids online for the Wright Township 2020 Liquid Fuels and General Funds Roadway Improvements Project, generally consisting of full width milling of existing pavement surfaces, bituminous concrete base repair, full width bituminous concrete binder and wearing course roadway paving, and all incidental work related thereto. Sealed Bids shall be submitted online via the PennBid Program until 12:00 p.m. (local time) on Friday, the 29th day of May, 2020. Bids will be opened at that time at the offices of Borton-Lawson Engineering, located at 613 Baltimore Drive, Suite 300, Wilkes-Barre, PA  18702-7903. Bids will be considered at the regular meeting of the Wright Township Board of Supervisors to be held on Monday, the 8th day of June, 2020, at 7:00 p.m. (local time) at the Wright Township Municipal Building, located at 321 South Mountain Boulevard, Mountaintop PA  18707.  Bid results will be made available upon request by emailing the Wright Township Secretary at wrighttwp@gmail.com.

All Bidding Documents are available at no cost at www.ebidexchange.com/pennbid. Due to Safety Implementation Plans currently established by both Wright Township and Borton-Lawson Engineering in compliance with Local, State, Federal and CDC regulations as a result of the ongoing COVID-19 crisis, Bidding Documents will not be made available for examination at either of their respective Municipal and/or Corporate Offices.

All construction Work is included in one (1) Prime Contract. All Bids shall be on a unit and/or lump sum price basis.

Each Bid, when submitted, must be accompanied by (A) a “Bid Security” in an amount of 10% of Bidder’s maximum Bid price to be furnished in accordance with the Instructions to Bidders; and (B) all forms, statements, affidavits and certifications, as more particularly listed in Article 2 of the Bid Form

A Pre-Bid Conference will NOT be held.

Bidder(s) attention is called to the fact that not less than the minimum wages and salaries in accordance with provisions of Pennsylvania Prevailing Wage Act 442 and contained in the Contract Documents, must be paid throughout the duration of the Contract.

The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond, and a Labor and Material Payment Bond, in an amount at least equal to 100% of the Contract Price.

Wright Township reserves the right to reject any or all Bids and to waive informalities in the Bidding.

Bids may be held by Owner for a period of not to exceed sixty days (60) from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of a Contract.

 Scope of Work: The streets targeted for the Base Bid are as follows: “Walden Park” – Yorktown Road from Hitching Post Road to the southerly end; Red Coat Lane from Walden Drive up to dead end just past Colonels Ridge Road; The northerly portion of Rebel Hill Road; and “Deerfield Acres” – Fawn Court; and White Tail Drive from South Main Road to Deer Run Drive with Deduct Alternates to Delete Fawn Court and White Tail Drive from the Base Bid if required due to budgetary limitations.

 The scope of work is the same for all streets:  2” milling of existing roadway surface;  Base repair where directed; 2” binder course structural overlay; 1 ½” wearing course overlay; and shoulder back-up material where required along both sides of the cartway.  All cartway widths are approximately 20 to 22 feet wide.
